Update on Public Act 295

By: David MacDonald, Strategic Marketing Manager, KEMA Services Inc.

Summary of presentation:
In October 2008 Governor Granholm signed into law Public Act 295 - The Clean, Renewable and Efficient Energy Act - which mandated renewable energy portfolio and energy efficiency standards for the utility companies in the state of Michigan. In July of 2009 the major utility companies began rolling out Energy Optimization programs designed to stimulate the use of energy efficient equipment in commercial and industrial applications to reduce the electricity and natural gas demand. These programs offer significant rebates to the utilities' customers to replace existing inefficient electric and natural gas lighting and equipment with newer more efficient products.

For commercial and industrial utility customers in Michigan this is an excellent opportunity to take advantage of these programs to update your facilities with the latest in energy saving lighting and equipment, lower your electric and natural gas demand, reduce your carbon footprint, and better manage your utility expenses. Incentives are available for both new construction projects and retrofit applications.

The presentation will include a discussion of Public Act 295, how it is being implemented by DTE Energy and Consumers Energy, the incentive amounts available, and how to apply for these rebates. Representatives will be on hand to discuss their specific programs and how they can help you.

Geo-exchange heat pump and geo-exchange basics

By Bob Roop, Principal with Peter Basso Associates

PRESENTER BIOGRAPHY:
Bob has spent most of his over 22 year career exclusively designing educational facilities and serves as the primary mechanical engineering technical resource for K-12 projects at Peter Basso Associates. Working together with school facilities staff, he has developed and successfully implemented designs for a wide range of educational facilities focusing on improved classroom environments for increased learning potential. High performance systems with increased comfort, controllability and flexibility, combined with reduced energy consumption are trademarks of Peter Basso Associates' school projects. PBA has also been involved in the largest horizontal geo-exchange system, the largest aqua thermal geo-exchange system, and the largest open loop geo-exchange system in the state of Michigan. Bob has developed efficient strategies utilizing water source and ground source heat pump systems to reduce energy consumption in school buildings encompassing all grade levels. These projects have won chapter and regional level ASHRAE Technology Awards, and have been the subject of articles in numerous publications. Two recent comprehensive high school projects were awarded LEED Silver status by the USGBC. Bob is the recipient of the 2010 ASHRAE Technology Award, 2nd Place, for the new Whitmore Lake High School recognizing outstanding achievement in the design and operation of energy-efficient buildings.
